American chocolate is a grey area also as it only contains 10% approximately of cocoa solids. The minimum in the U.K. is 20%.

True because Chocolate liquor consists of cocoa solids and cocoa butter in somewhat equal amounts. Somebody big like Hersheys, Cadbury , Mars or Nestle had an issue years ago that something they called chocolate didn’t have the cocoa butter or liquor and were forced to change either labeling or product content.
